About this opportunity
The U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA) is issuing a Call for Solutions (C4S) to procure innovative, commercial Vertical Take-Off and Landing (VTOL) Uncrewed Aircraft Systems (UAS) for Battalion-level Reconnaissance, Surveillance and Target Acquisition (RSTA) capabilities. The procurement seeks Group 2 UAS solutions (under 55 pounds) that support Multi-Domain Operations and align with the Department of War's strategic objective of achieving Drone Dominance. Key requirements include air vehicles with greater than 40-kilometer line-of-sight datalink range, minimum five-hour endurance while carrying five pounds of payloads, modular mission payloads (EO/IR sensors, communications relay, electronic warfare, and lethality capabilities), Modular Open Systems Approach (MOSA) architecture, encrypted FIPS-140 approved datalinks, and Tactical Network interoperability with AI-enabled target detection. Offerors must comply with National Defense Authorization Act restrictions on foreign manufacturing, provide NIST SP 800-171 cybersecurity assessments, maintain current SAM.gov registration, and possess valid CAGE codes. Evaluation will be based on three factors—Technical Solution and Production Capability (weighted more heavily than price), with potential flight demonstrations for select offerors—and responses must not exceed ten pages and 10MB in file size. The whitepaper submission deadline is May 5, 2026, with the formal proposal due date of May 6, 2026.
This solicitation carries no set-aside designation and involves no named incumbent contractors. No specific award value or budget range has been disclosed in the solicitation notice. The Government reserves the right to select multiple solutions, a single solution, or make no award, with no guaranteed minimum order quantity; however, the minimum production requirement is 20 systems every 30 days for awarded solutions. Performance will take place at Redstone Arsenal, Alabama, with potential future operations at both CONUS and OCONUS locations as specified in individual orders under the anticipated Basic Ordering Agreement (BOA) structure. The Government seeks commercial solutions for a complete system configuration including two modular mission-capable VTOL air vehicles, two ground control stations, batteries with charging stations, tactical transport protective cases, and associated ancillary equipment. Point of contact for inquiries is the Procurement Contracting Officer Angela Andrews or Contract Specialist MAJ David Butz at usarmy.redstone.acc.mbx.acc-rsa-uas-marketplace@army.mil.
