About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health intends to negotiate a sole-source contract with Colorado State University for bat colony husbandry services. The contract requires comprehensive care for bats, including housing in a cage-free flight room, feeding according to zoological standards, and maintaining animals in compliance with the Animal Welfare Act and Laboratory Animal guidelines. The opportunity is being posted as a pre-solicitation notice, with interested parties invited to submit capability statements by email to Diana Rohlman by 4:00 pm EST on March 22, 2025. The statutory authority for this sole-source requirement is 41 U.S.C.1901 (a) (1), implemented through FAR 13.106-1, which indicates only one responsible source can satisfy agency requirements. Potential contractors are expected to demonstrate comparable service capabilities in professional animal care and laboratory animal management.
The pre-solicitation notice does not indicate a specific set-aside designation and does not provide detailed budget information for the contract. Colorado State University is explicitly named as the intended contractor, with their Laboratory Animal Resources expected to provide daily husbandry and veterinary care for bat models used in ongoing long-term studies. The contract will involve housing and caring for bats at CSU's facility in Fort Collins, Colorado, with the animals being held until used for experimental purposes. The procurement falls under NAICS category 115210 for Support Activities for Animal Production and PSC category R416 for Professional Veterinary/Animal Care support. The government retains sole discretion to determine whether to compete this requirement based on responses received to the notice.
