About this opportunity
The Department of the Navy Naval Sea Systems Command has awarded a Basic Ordering Agreement to L3 Communication Systems-West on a sole-source basis for a five-year ordering period, with an estimated contract value of $25 million, to support procurement of test, evaluation, engineering services, and logistics support for the Common Data Link System serving the PMA-262 Persistent Maritime Unmanned Aircraft Systems program.
The justification cites L3 Communication Systems-West as the Original Equipment Manufacturer with exclusive knowledge of software documentation, test fixtures, and quality assurance procedures necessary to manufacture and support the UA COMMS Weapons Replaceable Assemblies. Procurement of supplies and services from any other source would result in significant cost duplication and untimely program delays. A Sole Source Request for Information posted March 8, 2024 and closed March 30, 2024 received no responses; a subsequent Synopsis posted April 2, 2024 and closed April 17, 2024 also received no responses. Supplies and services include Weapons Replaceable Assemblies, Shop Replaceable Assemblies, associated subassemblies, engineering and logistics services, incorporation of developmental upgrades and software patches, integration, installation, testing, fielded systems engineering support, repairs, spares, and sustainment. Anticipated major end items include Narrow Band Assembly (2 units), X/Ka Band Antenna Assembly (2 units), SATCOM Modem Assembly (2 units), Airborne Modem Assembly (2 units), High Gain Antenna (6 units), Radio Frequency Electronics (6 units), 20 repairs, and 4 Test Requirement Documents. Place of performance is Salt Lake City, Utah. Funding flows through RDT&E, APN, and O&MN appropriations for Fiscal Years 2026–2030. The class justification was approved July 7, 2026 and expires October 29, 2032.

Procurement of WRAs, SRAs, and associated subassemblies, Engineering and Logistics Services, incorporation of developmental upgrades and software patches, integration, installation, testing, fielded systems engineering support services, repairs, spares, and sustainment of UA COMMS systems. If the requirements are not procured from L3 Communication Systems-West, there will be signficant duplication of cost and untimley delays to the program.
