About this opportunity
The Department of Transportation's John A. Volpe National Transportation Systems Center is soliciting software development services to improve the BaseOps usability for the Military Range Noise Model Assessment Program (MRNMAP). The procurement seeks to add import/export functionality for airspace operations data and implement user warning capabilities within the Check Case functionality to alert users of conflicts between Avoidance Areas and Military Training Routes. This is a commercial items acquisition conducted under FAR Part 12 and FAR Part 13 Simplified Acquisition Procedures, issued as Request for Quotation (RFQ) No. 6913G626Q300015, with primary requirements outlined in the attached Statement of Work. The government intends to award a firm fixed price purchase order to a single contractor based on receipt of an acceptable quote, with all contractors required to maintain active Federal Government contracts registration in SAM.gov throughout the contract lifecycle. The deadline for quotation submission is March 5, 2026, with all deliverables, including user documentation, due by March 12, 2026.
This solicitation is being conducted on a sole source basis to Wasmer Consulting, the proprietor of the BaseOps software, with no small business set-aside designation applied. Wasmer Consulting is identified as the incumbent and sole capable contractor, as BaseOps is proprietary software that only the original developer can modify and test for functionality. The contract will be performed in Cambridge, Massachusetts, and encompasses Task 1 focusing on spreadsheet-like import/export capabilities for Profiles, MOAs, and MTRs in XML/Excel format with configurable tabs for file selection, column mapping, and filtering options, and Task 2 implementing intersection warning functionality. While a specific award value is not disclosed in the solicitation notice, the Sole Source Justification document indicates that developing a competing user interface would require approximately three years and cost approximately $1,000,000 as a market research baseline. Contractors must submit all invoices electronically through the Department of Transportation's DELPHI system and comply with evolving federal requirements including Equal Protection certifications and cybersecurity provisions.
