About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Hood intends to extend Base Operation Support Services at Fort Carson on a sole-source, Cost Plus Fixed Fee basis to the incumbent T&H Services LLC for two months, with a sources-sought deadline of May 11, 2026. This extension is authorized under FAR 6.302-1 (only one responsible source) to maintain service continuity during an ongoing competitive reacquisition and transition. Although the extension targets the current contractor, the Government actively solicits responses from all interested vendors—large businesses, small businesses, and small businesses in all socioeconomic categories (8(a), Service-Disabled Veteran-Owned, Women-Owned, HUBZone, and Small Disadvantage Business)—to build a competitive field for the follow-on procurement.
Work is performed at Fort Carson, Colorado, including Piñon Canyon Maneuver Site and related off-installation water-right areas. The contractor provides comprehensive Directorate of Public Works functions: maintenance and repair of real property facilities, utilities, grounds, electrical systems, mechanical systems, plumbing systems, and transportation systems across approximately 330 irrigated acres, 1,100 non-irrigated acres, 43,000 linear feet of irrigation ditches, 64,000 linear feet of unpaved trails, paved and unpaved roads, three central heating plants, and fire suppression and wastewater systems. Operations run 7 a.m. to 5 p.m. Monday–Friday, with 24/7 coverage for critical utility and emergency systems. The requirement falls under NAICS 561210 (Facilities Support Services, $47 million size standard) and PSC M1AZ.
Respondents must provide firm identification, experience narratives, pricing information, and recommendations to facilitate small business competition. Responses do not constitute bids; the Government will not reimburse response costs or return materials.
