About this opportunity
The Department of the Air Force Air Mobility Command is seeking qualified 8(a) businesses to provide comprehensive telecommunications system maintenance services for Joint Base McGuire-Dix-Lakehurst (JB-MDL). The contract will require a contractor to perform 24/7 Operations and Maintenance (O&M) services for the Base Telecommunications System (BTS), which includes voice and data services across converged IP, unified capabilities, and legacy telephone systems. Interested firms must submit a three-page capabilities statement package by March 3, 2025, at 4:00 p.m. EST, demonstrating their ability to provide personnel, equipment, tools, vehicles, and technical expertise to support the 87th Communications Squadron's mission-critical telecommunications infrastructure. The evaluation will focus on company profile, relevant experience within the past five years, current capabilities, and potential to deliver highly reliable networked communication services. The government is specifically using this Sources Sought Notice as a market research tool to identify capable contractors before issuing a formal solicitation.
The opportunity is specifically set aside for 8(a) designated businesses under NAICS Code 517111 with a 1,500 employee size standard. The contract is anticipated to have a twelve-month base period with four potential one-year option periods, suggesting a potential five-year total performance window. While no specific award value is mentioned, the complexity of maintaining approximately 17,000 active voice lines and managing 600 annual dig permits indicates a substantial service requirement. The current contract is being fulfilled by an 8(a) firm, and the government is seeking a nationwide pool of qualified replacement contractors. Respondents must provide detailed documentation including company profile, employee count, office locations, unique identifier numbers, and comprehensive experience documentation with verifiable government or agency points of contact. No reimbursement will be provided for response preparation, and submissions are completely voluntary.
Notice text
A Sources Sought Notice is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition leading toward a firm-fixed-price contract. The intent of this sources sought synopsis is to identify all capable 8(a) businesses possessing the ability to provide all personnel, equipment, tools, materials, vehicles (including bucket truck), supervision, and other items and services necessary to provide highly reliable telecommunications and networked voice, video, and data services to support the mission of 87th Communications Squadron. The Contractor shall perform monthly Operations and Maintenance (O&M) services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The BTS consists of voice & data services in a Converged (Internet Protocol) IP/Unified Capabilities (UC)/Time Division Multiplex (TDM)/Asynchronous Transfer Mode architecture including legacy telephone systems, Voice over Internet Protocol (VOIP) systems, the outside plant (OSP) and inside plant (ISP) systems, voicemail, cable mark-outs, and all associated equipment located within Joint Base McGuire-Dix- Lakehurst (JB, MDL).

No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. A response to this Sources Sought Notice will not be considered an adequate response to any forthcoming solicitation announcement. There is no solicitation available at this time.
