About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking to procure Barrier Arresting Kit (BAK)-14M systems, which are critical hook cable support systems used in conjunction with BAK-12 energy absorbers to safely stop hook-equipped fighter aircraft during emergency takeoff or landing scenarios. The BAK-14M is a critical application item designed to raise and suspend hook cables 2 inches above runway surfaces and lower them when not in use. The government is conducting a Sources Sought Synopsis to gather industry feedback on manufacturers' production capabilities, with responses due by November 30, 2024, and to be submitted electronically to specified contracting officers. Evaluation criteria will include production surge capacity (up to 4 units monthly), quality assurance processes, warranty terms, and technical expertise, specifically highlighting AWS-certified welding for 6061-T6 aluminum. The anticipated procurement is seeking comprehensive information to help determine potential contract set-aside decisions and future procurement strategies.

The pre-solicitation notice indicates no specific set-aside has been designated, and both large and small businesses are eligible to respond. The government is planning to acquire up to 12 BAK-14M systems for fiscal years 2026-2030, with a potential long-term firm-fixed-price requirements contract that may include economic price adjustment provisions. While no specific incumbent contractors are mentioned, the contract will focus on manufacturers capable of producing these specialized aircraft arresting systems. The anticipated procurement involves complex aerospace engineering components that are critical to aircraft safety, specifically designed for fighter aircraft emergency scenarios. The contract will likely be awarded through a competitive solicitation process, with the government seeking robust technical capabilities and manufacturing expertise in producing these specialized aerospace support systems.

Notice text

The BAK-14M is a hook cable support system used in conjunction with the BAK-12 (or equivalent) AAS; the BAK-12 is necessary to safely stop hook equipped fighter aircraft in the event of an aborted takeoff or failure of the normal braking system during the landing roll. The BAK-14M simply provides a means to raise and lower a hook cable (engagement device) above and below a runway surface. In general, the BAK-14M has two main functions:

  1. It raises and suspends the hook cable 2-inches (minimum) above and across a runway surface when required by fighter aircraft during in-flight, takeoff, or landing emergencies.
  1. It lowers and removes the hook cable to a position below the runway top surface to prevent interference with airfield traffic not requiring or capable of using the hook cable.

The BAK-14M is not a standalone system, as the equipment has no energy absorption capability. It is simply auxiliary equipment and must be used in conjunction with a BAK-12 energy absorber (or comparable system). The BAK-14M has been designated as a Critical Application Item by the USAF being that it is essential to the BAK-12 performance or operation, or of the preservation of life or safety of operating personnel. The BAK-12 is designated as a Critical Safety Item by the USAF.
