About this opportunity
The U.S. Coast Guard is conducting market research through a Sources Sought Notice to identify small business capabilities for comprehensive barracks management services at Training Center Yorktown, Virginia. The procurement encompasses hotel-type services including reservations management, room cleaning, linen services, front desk operations, and janitorial services across four barracks buildings: Lafayette Hall, Cain Hall, Steuben Hall, and Lincoln Hall. The contractor must provide complete facilities support services for Coast Guard students, members, and authorized patrons while maintaining two-star accommodation standards. Key personnel qualifications include a Project Manager with minimum three years of hotel/barracks management experience and a Lead Janitor with five years of janitorial experience. The Coast Guard has assigned NAICS code 561720 (Janitorial Services) to this procurement, though there appears to be some inconsistency in the documents regarding the specific NAICS code and size standards. Interested small businesses must complete and submit the Response Questionnaire by August 22, 2025, at 3:00 p.m. EST to the designated Coast Guard contacts.
This opportunity does not utilize any set-aside designation and is open to all qualified small businesses under the $22 million size standard for NAICS 561720. No current incumbent contractors or potential award values are specified in the pre-solicitation materials. The contract structure includes a base period of twelve months with four one-year option periods, potentially running from April 1, 2025, through March 31, 2030, for a total possible contract duration of five years. The services will support multiple barracks buildings that house Coast Guard personnel and students at the Virginia training facility. Companies interested in this opportunity must demonstrate their small business status, maintain active SAM registration, and provide detailed past performance information through the required questionnaire submission process.
