About this opportunity

The Mission & Installation Contracting Command (MICC) at Fort Campbell is soliciting prototype proposals for modernized barracks maintenance across 58 unaccompanied housing facilities, with proposals due September 25, 2026 at 11:00 AM CT. This is an Other Transaction Authority (OTA) prototype under 10 U.S.C. 4022 with a single-award structure and potential follow-on production without further competition upon successful completion.

Place of performance is Fort Campbell North, Fort Campbell, Kentucky. The prototype covers a one-year baseline plus four one-year option periods (60 months total) with a fixed annual ceiling of $5 million with no escalation. The contractor must design and execute an integrated Enterprise Asset Management (EAM) platform (preferably IBM Maximo) coupled with hands-on maintenance labor across all 58 facilities. The solution must securely integrate with existing Army systems (ArMA, GFEBS, and future Maximo deployment) at FedRAMP High Impact/IL4 security level with CUI Basic data classification and achieve Authority to Operate (ATO) at award.

The contractor assumes full responsibility for all maintenance labor, materials, software licensing, cloud hosting, vehicles, equipment, parts inventory via decentralized smart lockers, cybersecurity compliance (NIST SP 800-171, 72-hour cyber incident reporting), and logistics. Services include plumbing, HVAC, electrical, carpentry, painting, building controls, roofing, flooring, and mold mitigation. The contractor must execute Demand Maintenance Orders and Preventative Maintenance Orders with response standards of one hour for emergencies (24-hour resolution), 24 hours for urgent work (5-day resolution), and five days for routine requests (5-day resolution). Initial physical asset inventory, condition assessment, asset tagging, and EAM data population must occur within the annual budget cap. Work exceeding 32 labor hours or $2,500 requires government approval; major catastrophic failures are separately funded. All data, software, configurations, and operational capabilities become government-owned at prototype completion.

Evaluation factors in descending order of importance are technical approach, integrated logistics and sustainability plan, management and lifecycle management approach, and price. Non-price factors are significantly more important than price. Proposals must include a Performance Work Statement, detailed cost breakdowns, small business certification, and a cover letter confirming agreement to terms and conditions with any exceptions noted. Proposals are valid for 60 days. Questions were due September 16; a mandatory site visit occurred September 17. NAICS code 56121, Facilities Support Services; PSC S216, Housekeeping—Facilities Operations Support.

1. INTRODUCTION & SYNOPSIS

This announcement is a formal Request for Prototype Proposal (RPP) issued by the Mission & Installation Contracting Command (MICC) – Fort Campbell on behalf of the Directorate of Public Works (DPW) at Fort Campbell, Kentucky. The Government is seeking competitive prototype proposals to design, integrate, and execute a modernized facility management solution across 58 unaccompanied housing (barracks) facilities. The prototype will integrate an advanced, secure Enterprise Asset Management (EAM) software platform with cross-trained physical maintenance execution to streamline work order triage, optimize Between Occupancy Maintenance (BOM), and execute proactive Preventative Maintenance Orders (PMO).

Authority: 10 U.S.C. § 4022, Other Transaction Authority (OTA) for Prototype Projects.

Agreement Type: The Government intends to award a single Other Transaction (OT) agreement.

Follow-on Production / Sustainment: Offerors are advised that in accordance with 10 U.S.C. § 4022(f), successful completion of this prototype project may result in the award of a non-competitive, follow-on production/sustainment agreement or contract without further competition.

2. BACKGROUND

Fort Campbell DPW is responsible for maintaining unaccompanied housing infrastructure that directly impacts Soldier readiness and Quality of Life (QoL). The current operating model relies heavily on manual administrative workflows, disparate tracking mechanisms, and reactive maintenance practices, leading to extended vacancy timelines during unit rotations, misdiagnosed service dispatches, and increased facility wear.

This prototype project seeks to validate a modernized operational model that combines commercial best practices with enterprise Army platforms (including integration with ArMA, GFEBS, and the forthcoming enterprise IBM Maximo migration). Key modernization elements include QR-code-enabled request intake, automated work order routing, decentralized parts staging solutions (e.g., smart lockers), and dual-track maintenance (physical inspections for legacy systems and sensor-based monitoring for modern equipment).

3. ELIGIBILITY

This RPP is open to all responsible business entities. In accordance with 10 U.S.C. § 4022(d)(1), an award may only be made if at least one of the following conditions is met:

At least one nontraditional defense contractor or small business participates to a significant extent in the prototype project; OR

All significant participants in the transaction other than the Federal Government are small businesses or nontraditional defense contractors; OR

At least one-third (1/3) of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government (cost share); OR

The Senior Procurement Executive provides written approval for exceptional circumstances.
