About this opportunity

This pre-solicitation notice is for the maintenance and repair of barges currently located at the Norfolk Naval Shipyard but to be serviced at the contractor's premises. The Naval Sea Systems Command intends to award an indefinite delivery, indefinite quantity multiple award contract to small businesses for this requirement. The contract will be fixed price, and proposals will be evaluated for award of one or more IDIQ contracts as set forth in FAR Parts 15, 16.5 and 19. The anticipated period of performance is from November 2021 through November 2026 consisting of a one year base period and four one year options. The solicitation is expected to be posted to SAM.gov on or about September 3, 2021 and all questions shall be submitted in accordance with the solicitation schedule and procedures.

This requirement is set aside 100% for small businesses. The NAICS code is 336611 for Ship Building and Repair with a size standard of 1,250 employees. The Product Service Code is J019. The period of performance is a base year and four option years, from November 2021 through November 2026. Contractors must maintain registration in the System for Award Management both prior to and after award through final payment.

Presolicitation Notice / Synopsis: N42158‐21‐R‐S005

Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the maintenance and repair of barges currently located at NNSY but will be at contractor’s premises during the period of performance.  The required items are for commercial items prepared in accordance with the information in FAR Part 12, FAR Part 15 and FAR Subpart 16.5 as supplemented with the additional information included in this notice.

The requirement will be solicited as 100 percent small business set-aside in accordance with FAR Parts 15, 16.5 and 19.  A competitive FFP IDIQ MAC is anticipated.  The North American Industry Classification Standard (NAICS) code applicable to this procurement is 336611. The small business size standard is 1,250. The Product Service Code is J019.  The anticipated period of performance for this acquisition is as follows:

Solicitation N42158-21-R-S005 and subsequent amendments will be posted to this website (https://sam.gov).  Prospective Offerors are responsible for downloading their own copy of the solicitation and for frequently monitoring the SAM.gov website for solicitation amendments.  The Government is not responsible for inability of the Offerors to access solicitation documents posted.  Prospective Offerors should also register at SAM.gov on the interested vendor list under N42158-21-R-S005.  No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed.  Offerors must also be registered in the System for Award Management in order to participate in this procurement at https:// sam.gov.

All responsible sources may submit a proposal, which shall be considered by the Government.  By submitting a proposal, the Offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.  Failure to do so may represent grounds for refusing to accept the proposal.  By submission of a proposal, the Offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make an Offeror ineligible for award.  Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://sam.gov.
