About this opportunity

The Army National Guard seeks band equipment—one flute and one Willson brand BBb tuba—with quotes due May 27, 4:00 PM Eastern Time. This is a total small business set-aside, restricting competition to vendors meeting the 1000-employee threshold for NAICS 339992, Musical Instrument Manufacturing.

Place of performance is Newington, NH 03801, with FOB Destination to 722 Riverwood Drive, Pembroke, NH 03275. The procurement is issued as a Request for Quote (RFQ) under FAR Subpart 12.6 for commercial items, with a Firm-Fixed Price contract anticipated.

CLIN 0001 (Flute, quantity 1 each) requires: Key C, range Low B to at least high C (three octaves), 14k gold riser body and headjoint, standard embouchure hole for consistent tone production, straight headjoint, medium heavy wall tubing, open-hole (French) key design, and offset split-E mechanism with reliable, durable key action using stainless steel or equivalent springs. CLIN 0002 (Tuba, quantity 1 each) specifies Willson brand BBb Tuba Silver Concert Band Use 3100S 5V 5/4, Key BBb (B-flat), bore approximately 0.730–0.770 inches (standard concert tuba bore), bell diameter 17–20 inches, upright bell configuration, and brass body with durable silver plating.

Evaluation applies a two-factor structure: Price (reasonableness and balance across all line items) and Technical Acceptability (Acceptable or Unacceptable based on clear specification of how the product meets or exceeds salient characteristics and stated delivery requirements). The solicitation document incorporates FAR and DFARS clauses addressing representations, certifications, small business limitations on subcontracting (50% for supplies), Buy American requirements, and payment through Wide Area WorkFlow (WAWF).
