About this opportunity

The National Park Service Denver Service Center is procuring comprehensive underground utilities rehabilitation services at Bandelier National Monument in Santa Fe, New Mexico. The scope includes reconstruction and replacement of 60-year-old utility distribution and collection systems, encompassing underground potable water lateral service lines and distribution mains, electrical and natural gas distribution infrastructure, communication systems, and sewer collection mains with secondary lateral lines and manholes. The formal Request for Proposal (RFP 140P2025R0072) will be issued on or after April 1, 2026, via SAM.gov in electronic format only. Award will be made to the responsible offeror representing the best value to the government using a trade-off evaluation process that weights technical and non-price factors—specifically Technical Approach, Schedule, Project Experience, Past Performance, and Small Business Participation—as significantly more important than price. Prospective offerors must maintain active SAM.gov registration and a UEI number, and all inquiries must be submitted in writing to Contracting Officer Joseph Halter or Contract Specialist Bruce Beck.

This procurement carries no set-aside designation and is currently unfunded, though funding is anticipated to become available. The anticipated period of performance is 910 calendar days from Notice to Proceed, with construction estimated to exceed $10 million against a size standard of $45.0 million, and the contract will be awarded on a Firm-Fixed-Price basis requiring bid, performance, and payment bonds. The NAICS code is 237110 (Water and Sewer Line and Related Structures Construction), and the Product Service Code is Y1NZ (Construction of Other Utilities). A pre-proposal conference and site visit with virtual attendance options will be held after RFP issuance and prior to the proposal due date. Prospective offerors should monitor SAM.gov closely for the formal solicitation release and prepare to submit proposals in response to the full RFP requirements.
