About this opportunity

The Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground is conducting market research for the procurement of Ballistic Testing Support Services at the Army Aberdeen Test Center (ATC) located within Aberdeen Proving Grounds (APG), MD. The contractor will be required to perform ballistic and non-ballistic testing on personal protective equipment (PPE) such as soft armor, hard armor, head protection, bomb suits, eyewear, and other components in accordance with established test protocols and procedures at an NIJ-certified laboratory. Key requirements include using approved velocity measurement devices, verifying range setup and calibration, and capturing detailed test data and photographic/video documentation. Interested vendors are invited to submit written questions by July 10, 2024, but the final solicitation will be posted on SAM.gov at a later date.

THIS IS NOT A SOLICITATION. The only purpose of this sources sought is for MARKET RESEARCH to find vendors that are interested in bidding on this opportunity, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) part 10 for the purposes of market research. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. This is not a formal solicitation/request for proposal and no contract shall be awarded from this posting. These are DRAFT documents and are only to help vendors to review and decide whether or not they are interested in bidding for this procurement of Ballistic Testing Support Services for Army Aberdeen Test Center (ATC) located within Aberdeen Proving Grounds (APG), MD.

All questions shall be submitted in writing to Dennis Beauclair, Jr., Contract Specialist, via e-mail to dennis.a.beauclair3.civ@army.mil and Sherri Martinez, Contract Specialist, via e-mail to sherri.d.martinez.civ@army.mil no later than 4:00 p.m. EST 10 July 2024. Questions submitted after this time may not be addressed. All questions and comments about this submission must be in writing (email); no telephone calls will be accepted.

Quotes submitted prior to official and final solicitation release will not be accepted. Questions requesting additional details on the release of the final solicitation on SAM.gov will also not be addressed.
