About this opportunity

The 374th Contracting Squadron at Yokota Air Force Base has issued a Special Notice announcing its intent to award a sole source contract to FirstSpear, LLC for ballistic protective equipment. The contract will be for various padded ballistic inserts and tactical aid to flotation items in large and extra-large sizes, specifically for the 21 Special Operations Squadron. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which allows for sole source procurement when only one source is reasonably available. The notice was posted on January 27, 2025, with a response deadline of February 9, 2025, and falls under the Department of the Air Force Pacific Air Forces. The procurement is categorized under the NAICS code 332999 for miscellaneous fabricated metal product manufacturing and PSC code 8470 for personal armor.

The primary purpose of this Special Notice is to provide transparency about the intended sole source contract while also offering an opportunity for other potential contractors to challenge the procurement method. Contractors interested in competing must submit an email interest letter that demonstrates technical expertise, relevant certifications, and authorization to compete. The letter must provide compelling evidence that introducing competition would be advantageous to the government and not prohibitively costly or time-consuming. The government retains full discretion in evaluating any submissions and determining whether to proceed with competitive procurement. FirstSpear, LLC has been identified as the preferred vendor due to their previous successful sales of similar products to the United States Government. Contractors wishing to submit questions or challenges should contact the contract specialist, A1C Joe Lee, via email or DSN communication. The notice explicitly states that the government will not reimburse any costs associated with responding to the notice and that the submission does not guarantee a competitive procurement opportunity.
