About this opportunity

The Department of the Army Corps of Engineers Engineering District Albuquerque issued a Notice of Intent to Award Sole Source Procurement on June 9, 2026, to the Oglala Sioux Tribe Badlands Bombing Range Department for community relations and tribal coordination services associated with the Badlands Bombing Range Air Force Retained Area within the Pine Ridge Reservation, South Dakota; responses demonstrating that competition would be advantageous to the Government must arrive by June 24, 2026.

The Government asserts that the Oglala Sioux Tribe is the only responsible source able to provide these services under RFO 6.103-1 due to tribal sovereignty, the Tribe's internal coordination authority, and the requirement for Lakota-language capability in presentations to the Tribal President, Tribal Council, and other internal tribal entities. Performance will be grounded in a signed Tribal Consultation Plan. This is not a formal solicitation; no solicitation document is available. Any written response received within 15 days of posting will be considered. If no affirmative response is received, the service contract will be awarded without further notice. The procurement is coded to NAICS 541620 (Environmental Consulting Services) and PSC F999 (Other Environmental Services).
