About this opportunity
The Department of the Air Force Air Education and Training Command seeks sealed bids for design-build replacement of a security forces elevator at Columbus Air Force Base, Mississippi, with bids due August 17, 2026 at 2:00 PM local time. This is a total small business set-aside under NAICS 236220, Building Equipment Contractors, with a $45 million size standard.
Place of performance is Columbus, Mississippi. The scope requires replacement of the elevator car, mechanical pump and control systems, and hoist-way doors in Building 926, a two-story hydraulic system, with intent to reuse the existing hydraulic jack system. The contractor must provide all design services across four staged submittals (35%, 65%, 95%, and 100% completion), preconstruction coordination, weekly progress meetings, comprehensive quality control and safety programs, one-year warranty with monthly preventative maintenance by factory-trained mechanics, and all operation and maintenance manuals and spare parts. The new system must deliver 2,500 pounds capacity at a maximum speed of 125 feet per minute and comply with UFC standards, NFPA codes, ASME A17.1 elevator standards, and Columbus AFB Installation Facility Standards. Performance period is 180 calendar days from Notice to Proceed, with a 10-calendar-day start requirement. Liquidated damages are set at $569.79 per calendar day of delay.
The government estimates project cost between $250,000 and $500,000. Performance and payment bonds are required within 10 calendar days of award. Award will be made to the lowest-price technically acceptable offeror with acceptable past performance. Contractors must complete CUI training and sign the MFR Contractor CUI Training Acknowledgment to access drawings and CUI documentation through SAM.gov. All RFIs must be submitted no later than 7:30 AM CST on August 3. A site visit is scheduled for July 28 at 9:00 AM CST at Columbus AFB with registration required by 7:30 AM CST on July 22; all attendees must bring REAL ID–compliant photo identification. Amendment 2 (effective August 6) added additional floor plans and drawings; offerors must acknowledge receipt of all amendments prior to proposal submission. Prevailing wage rates apply per Davis-Bacon Act requirements. Proposals must be submitted electronically using e4Clicks, RS Means format, or the provided Appendix A cost breakdown template.
