The solicitation evaluation will be conducted using a best value approach based on technical capability, past performance, and price, with proposals due via email to Alexis Alexander by 3:00 PM EDT on August 1, 2025, and a mandatory site visit scheduled for July 22, 2025.
This procurement operates under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million and no set-aside designation, making it available to all qualified contractors. According to the Q&A responses, this is a new requirement rather than a recompete of an existing contract, with no incumbent contractor identified. The contract structure is a firm fixed-price arrangement for a one-year base period from September 30, 2025, to September 29, 2026, with no option years included despite initial references to them in the solicitation documents. The scope encompasses evaluating approximately 200 confined spaces throughout the Chillicothe VA Medical Center campus, with work to be performed on-site in Chillicothe, Ohio. Travel costs are considered allowable expenses under this solicitation, and all potential bidders must be registered and active in the System for Award Management (SAM) to participate.

Answer: Yes, when necessary.
Question: If entry is anticipated, what level of training does the VA expect or require?
Answer: We want staff to know what procedures they need to take when entering a confined space, permits, air quality monitoring, equipment they may require, as well as if there is anything they can do make a permit required space a non-permit requirement.
