About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has published a Special Notice announcing its intent to award a sole-source contract to Alvarez LLC for Dataloading Smart Facility Software Services. The procurement, valued as a micro-purchase under the Simplified Acquisition Threshold, is being conducted on behalf of Boston's VA Healthcare System facilities including the Brockton VA Medical Center and Jamaica Plain VA Medical Center. The contract will be classified under NAICS code 541611 (Administrative Management and General Management Consulting Services) and falls under the Special Studies/Analysis category. The VA intends to utilize sole-source procurement authority under 41 USC 3304(a)(5) and 38 U.S. Code 8127(c) to award this firm-fixed contract with no options to Alvarez LLC, a Service-Disabled Veteran-Owned Small Business located in Leesburg, Virginia.

The primary objective of this procurement is to conduct an updated comprehensive site inventory of all rooms currently cleaned by Environmental Management Service staff across Boston's VA facilities, with the data being used to populate a VA Task Frequency Analysis database that calculates required full-time employees for facility cleaning operations. The original inventory was completed in 2013, and this update is necessary to reflect service changes, additions, and facility remodeling that have occurred since then. Interested contractors have until October 24, 2025, at 10:00 AM Eastern Time to submit responses demonstrating their qualifications, with an initial response deadline of October 17, 2025, at 10:00 AM for the sole-source notice. All submissions must be sent to Divianna Mathurin at divianna.mathurin@va.gov and include detailed documentation allowing the government to conduct adequate market research. The VA has determined through extensive market research that Alvarez LLC is the only vendor authorized to provide this specific service using Smart Facility Software and the VA TFA tool, though the government reserves sole discretion to determine whether to compete the requirement based on responses received.
