About this opportunity
The Department of the Air Force Reserve Command's 301st Fighter Wing at Naval Air Station JRB Fort Worth, Texas has issued a Special Notice for the B1790 JACE OS Replacement project. This notice announces the government's intent to award a sole source contract to Wait Mechanical Inc. for the purchase and installation of a replacement Java Application Control Engine (JACE) Operating System at Building 1790. The current JACE system has failed and lost operational capability, affecting the HVAC controls for a critical facility housing F-35 fighter jet logistics and maintenance systems. The contracting office is utilizing the authority under FAR 13.106-1(b) to justify this non-competitive procurement approach. This is designated as a Total Small Business set-aside opportunity under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors.
The primary purpose of this Special Notice is to inform the contractor community of the government's intention to proceed with a sole source award while providing an opportunity for other qualified vendors to express interest or submit alternative proposals. The government has determined that only Wait Mechanical Inc. can meet the requirement in a timely manner due to their prior involvement with the B1790 HVAC Controls system and specific knowledge of the installation. Interested parties have until 5:00 PM CST on August 29, 2025, to submit responses, quotes, or expressions of interest via email to the designated contracting officials. The government reserves the right to consider competitive procurement based on responses received within the seven-day response window, though any decision to compete or proceed with the sole source award remains at the government's discretion. The urgency stems from mission impact concerns, as the failed system cannot provide regulated air temperatures for the critical F-35 support facility.
Notice text
THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106-1(b) the 301st Fighter Wing, Naval Air Station JRB, Fort Worth TX Contracting Office intends to award a contract on a sole source basis to WAIT MECHANICAL INC. This sole source contract action is required for completion of the following scope of work: Purchase and install replacement Java Application Control Engine (JACE) Operating System (OS) at Building 1790. This sole source contract action is based on the likelihood that only a single source can meet this requirement for the Government in a timely manner. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and will extend the current mission impact significantly.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.
This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received withing 7 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties may identify their interest and may submit a quote by 5:00 PM CST, 29 August 2025, which shall be considered by the Government. Requests and quotes shall be sent via email to Todd Benner at todd.benner@us.af.mil and Lydia Carlton at lydia.carlton@us.af.mil (Include in the Subject Line: F5A6CE5212AW02).
Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this notice, either before or after the closing date. In the event the Government cancels this notice, the Government has no obligation to reimburse an offeror for any costs.
