About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research for the B-52 ARC-260 Engineering, Manufacturing and Development (EMD) program to integrate a modernized High Frequency (HF) radio system (AN/ARC-260) into the B-52 platform. This procurement aims to replace the legacy AN/ARC-190 radio system due to diminishing manufacturing sources and material shortages, while enhancing beyond line of sight communications capabilities in satellite-denied environments. Participation is limited to U.S. DoD contractors, with small businesses encouraged to participate, and vendors must demonstrate capabilities in military fixed-wing aircraft modifications, specifically B-52 experience, engineering capacity, avionics systems experience, and cybersecurity requirements. The evaluation will focus on past performance on similar USAF programs, technical data package development, radio system integration capabilities, and development timeline minimization. Responses to this Request for Information must be submitted electronically by August 22, 2025, at 17:00 EST, with a 30 single-sided page limit.

This procurement does not utilize any set-aside designation and no incumbent contractors or current service providers are identified in the notice. While no specific award values or budget ranges are disclosed, the program supports the Air Force's plan to operate the B-52 aircraft until at least 2050, indicating a long-term commitment to the platform. The government specifically requests information about vendors' membership in the SOSSEC Consortium, Other Transaction Agreement awards, SBIR contract experience, GSA experience, and other unique contract awards. The timeline emphasizes minimizing installation duration and integration costs as key program objectives. The RFI serves as market research to inform the government's acquisition strategy, with no obligation to award contracts or compensate respondents for their submissions.
