About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, is conducting a sources sought notice and market intelligence effort for construction of a combined Squadron Operations and Bomber Generation Squadron Facility at Dyess Air Force Base, Texas, with a response deadline of October 6, 2026, and anticipated solicitation release in September 2028. No set-aside is anticipated. The facility will comprise approximately 167,164 gross square feet, including a 108,339 square-foot Weapon System Maintenance Management Facility and a 58,825 square-foot Squadron Operations facility, with two-story construction and a high-bay maintenance hangar. Construction Cost Limitation is $164,651,000 (total programmed amount $177,000,000). The project faces significant operational constraints due to active base operations supporting over 9,000 annual sorties from B-1B and C-130J programs during construction. Special foundation requirements include reinforced concrete drilled piers to address local expansive soils. USACE is evaluating alternative delivery strategies—Progressive Design-Build, Design-Build to Budget, and Construction Management at Risk—under Other Transaction Agreement authority rather than traditional Design-Bid-Build, with potential two-phase qualifications-based selection and interactive discussions. The Government seeks critical feedback from commercial construction firms, design-builders, and non-traditional defense contractors regarding advanced construction methodologies, project delivery risks, acquisition preferences, budget feasibility, market risks, supply chain constraints, and effective incentive structures. Contract award is targeted for March 30, 2029, with a period of performance of 1,095 calendar days and Beneficial Occupancy targeted by April 30, 2032. This notice is issued under 10 U.S.C. 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation.
