About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking contractors to develop an improved point inspection system for B-2 aircraft as part of the Low Observable Signature & Supportability Modifications (LOSSM) Tier I Tool program. The procurement involves designing and delivering systems that can measure Radar Cross Section (RCS) signature defects using advanced probe and integrated vector network analyzer (VNA) technologies to replace existing stand-alone equipment. Key requirements include integrating miniaturized VNAs to eliminate existing RF cables that induce measurement errors, meeting Class I, Division 2 electrical safety standards per the National Electric Code, ensuring the system can be transported and operated by a single user, and executing radio frequency point inspections rather than zonal or visual inspections. Contractor responsibilities encompass analysis, design evaluation, development, production, installation, integration, testing, training support, database generation, and sustainment activities. Prospective vendors must submit a 15-page unclassified technical capabilities statement addressing probe technologies, equipment consolidation, calibration methodologies, security approaches, and measurement error characteristics to alana.williams.1@us.af.mil by 4:00 p.m. EST on January 31, 2026, and must be registered in the System for Award Management (SAM).

This is a pre-solicitation notice with no set-aside designation, indicating that both large and small businesses are eligible to compete. The notice does not identify any incumbent contractors or current contract values. The anticipated NAICS code is 541614 (Process, Physical Distribution, and Logistics Consulting Services), though this classification may be subject to change based on the specific nature of proposals submitted. No contract award value or budget range is disclosed in the sources sought announcement, and no specific timeline for contract performance or delivery milestones is provided. This pre-solicitation phase is designed to gauge market capability and identify potential contractors before the formal solicitation is issued, with the government emphasizing that this announcement does not constitute a formal solicitation and does not guarantee contract award or establish any contractual obligation.

Notice text

The B-2 SPO foresees several candidates as improvement and replacement options: (1) system(s) containing an integrated VNA eliminating the existing stand-alone VNA and RF cable which induces measurement errors from cable flexure and damage, (2) new primary interface and software, (3) replacement system(s) that are easier to use and more accurate.  (4) The system must be Class I, Division 2 of the National Electric Code (NEC), Article 500.5(B), (5) The system must execute Radio Frequency point inspections, i.e. not zonal, not visual and not whole body.  Visual cueing of the probe for alignment to predefined measurement points or defects is acceptable and is currently the method employed, (6) system(s) must be able to be transported, calibrated, and operated by a single user.

The Contractor shall perform training systems tasks and meet training support objectives. The training system tasks include, but are not limited to, analysis, evaluation of system designs, development, production, installation, integration, test, database generation, and sustainment.  Tasks also include documentation reviews, participation in design and management reviews, cost/schedule status tracking, technical data library management, and configuration and data management activities.
