About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting a Sources Sought Synopsis for remanufacturing B-1B Power Take-Off (PTO) Shaft components for aircraft accessory drive gearboxes. The procurement involves repairing and overhauling critical shaft components manufactured by Collins Aerospace that transmit torque and provide electrical and hydraulic power to B-1B aircraft engines. Key contract requirements include meeting original equipment manufacturer (OEM) technical specifications, possessing experience manufacturing lightweight high-speed rotating aerospace shafts, and ability to purchase technical data directly from Collins Aerospace. The government is specifically seeking to determine if responsible small business sources exist that can competitively fulfill this requirement, with responses due by March 2, 2025. Evaluation criteria will focus on companies' technical capabilities, small business status, potential teaming arrangements, and prior experience providing similar services to government and commercial customers.
The pre-solicitation notice indicates no specific set-aside has been definitively established, though the government is interested in 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The total procurement involves 240 shaft assets, with a delivery schedule of 4 units per month and an overall contract duration of 5 years, to be delivered to Hill Air Force Base in Utah. Restrictions mandate that only American companies can participate, and potential contractors must meet strict security and foreign disclosure requirements. The procurement is classified under NAICS code 336413 with a size standard of 1,250 employees, and the government has justified potential limited competition due to lack of up-to-date technical data and testing facilities for qualifying additional sources. The part itself is a steel rotating shaft approximately 22 inches long with a 5-inch maximum diameter, critical for aircraft engine power transmission.

Notice Type: Sources Sought Synopsis
Requirement Title: Follow on B-1B Power Take-Off (PTO) Shaft Remanufacture
This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) is 336413, which has a corresponding Size standard of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HUBZone, and Women-Owned small business concerns.
The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Responsible sources may submit a capability statement which shall be considered by the agency.
Program Details:
This requirement is to repair/overhaul the B-1B PTO Shaft for the Left and Right Hand Accessory Drive Gearbox (LHADG and RHADG) used on the B-1B aircraft. The PTO shaft provides torque for the main engine(s) during startup. The main engine(s) drive the PTO shaft to provide electrical and hydraulic power to the aircraft. The PTO shaft is integral to the performance of the aircraft, which has diaphragm technology that allows it to remain slightly flexible in order to accommodate misalignment and still transmit high loads while maintaining low weight.
