About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting a Request for Information (RFI) to identify potential non-commercial sources capable of developing a second source of repair for the B-1 Fully Integrated Data Link (FIDL) Ethernet Switch Unit (ESU), NSN 7025-01-650-9308BY. The ESU is a chassis equipped with two Gigabit Ethernet switch Circuit Card Assemblies that provide 48 Gigabit Ethernet ports (96 total) supporting TCP/IP v4 and UDP protocols. Prospective contractors must demonstrate the capability to furnish all sub-components, materials, support equipment, tools, test equipment, and services while maintaining inventory records and repair status reporting. Key qualifications include the ability to repair the ESU without access to complete technical data packages, manage classified materials, demonstrate configuration management and obsolescence resolution processes, and maintain cybersecurity compliance with DFARS requirements including NIST SP 800-171 controls. The Government will evaluate responses based on general repair capabilities, experience in similar repair efforts, foreign ownership disclosures, continuity of operations plans, and cybersecurity preparedness. The deadline for submitting responses to this RFI is March 31, 2026.

This RFI carries no set-aside designation and is open to both large and small business concerns, with joint ventures and teaming arrangements permitted. Abaco Inc. (CAGE 0BAS8) currently serves as the sole known source and original equipment manufacturer, providing repair services through a Boeing ICS contract. The applicable NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,250 employees. The Government does not own the technical data required for repair and will use this market research effort solely to determine the appropriate acquisition strategy for future procurement, without guaranteeing contract participation or reimbursing response costs. No specific award value or budget range has been disclosed in this pre-solicitation notice.

The Government has a current requirement to develop a second source of repair for the ESU. Contractor shall furnish all sub-components, material, support equipment, tools, test equipment, and services.  The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.  Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the Federal Business Opportunities website. The Government will use this information solely to determine the appropriate acquisition strategy for this procurement. The Government is interested in all small business concerns.

The original equipment manufacturer for this item is Abaco Inc. (0BAS8), which maintains its configuration by part number and software version. The Government does not own any production level technical data in support of this requirement. As a result, Abaco Inc. is the only known source with adequate knowledge of the B-1 FIDL ESU 7025016509308BY performance requirements and possession of the required technical data and capabilities needed to manufacture this item and ensure compatibility of the equipment.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
