About this opportunity
The Warner Robins Air Logistics Center at Robins Air Force Base, Georgia, is seeking repair services for the Fully Integrated Data Link (FIDL) System Ethernet Switch Unit (ESU) under a sole source procurement approach. The Department of the Air Force Materiel Command will issue Request for Proposal FA8539-24-R-0005 on approximately October 24, 2024, specifically targeting repair, teardown, test, and evaluation services for Interface Units with National Stock Number 7025-01-650-9308 and Part Number 900-100588-010. The procurement requires ISO 9001-2015 compliance and includes Commercial Asset Visibility Air Force reporting requirements along with accident/incident reporting provisions. Interested parties must submit a Statement of Capabilities via email to Contracting Officer Krishauna Tarver or Program Manager Juan Forsyth to demonstrate their interest and capabilities. The solicitation incorporates DoD Class Deviations 2025O0003 and 2025O0004, which implement executive orders related to merit-based opportunity and remove certain previously mandated representations. The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1), and there are no restrictions on foreign participation.
This procurement does not utilize any set-aside designations and the government intends to solicit directly from Abaco Systems, Inc. (CAGE code: 0BPH5) as the sole source provider. The contract structure will be a five-year Firm Fixed Price Requirements Indefinite Delivery Contract consisting of one 12-month base period followed by four additional 12-month ordering periods. The government will procure five Interface Units per ordering period, with delivery requirements of 60 calendar days after receipt of the equipment requiring repair. The amendment indicates this is a continuation of existing repair services, suggesting Abaco Systems may be the current incumbent contractor. While specific contract values are not disclosed in the pre-solicitation notice, the multi-year structure and specialized nature of the equipment repairs indicate this is likely a significant recurring maintenance contract for critical Air Force data link systems.
