About this opportunity
The United States Coast Guard has issued a sole source notice for the replacement of an immigrant/small boat fantail awning on the USCG Fast Response Cutter ROBERT WARD (WPC 1130). The agency intends to award this contract exclusively to Pipe Dreams Marine, LLC under the authority of 10 U.S.C. 3204(a)(1) and (2) and FAR 6.302-1. This special notice is designated as a total small business set-aside opportunity within the Department of Homeland Security. The required component is classified under NAICS code 314910 (Textile Bag and Canvas Mills) and PSC code 7230 (Draperies, Awnings, And Shades). The opportunity was posted on July 24, 2025, with responses due by July 27, 2025.
The sole source procurement is justified due to the awning being an Original Equipment Manufacturer component specifically designed for the FRC platform and protected under U.S. Patent No. USD789273S. The replacement has become necessary due to increased wear and tear from elevated operations responding to the Presidential Declaration of National Emergency at the Southern Border, making it critical for mission readiness and crew safety. The OEM awning demonstrates a service life of 8-10 years and is not available from alternative sources without substantial cost duplication that would not be recovered through competition. While this is not a request for competitive proposals, any responsible source believing it can fulfill the requirement may submit a capability statement by July 27, 2025, at 11:59 AM Eastern Standard Time. These responses will be considered solely to determine whether a competitive procurement should be conducted instead of the planned sole source award.
