About this opportunity

The USDA Natural Resources Conservation Service is seeking a qualified vendor to conduct an Areawide Market Analysis (AWMA) for the Agricultural Conservation Easement Program Wetland Reserve Easement (ACEP-WRE) in Massachusetts. The contractor must be a state-certified general real property appraiser capable of analyzing two distinct markets: cranberry bogs in Barnstable, Bristol, and Plymouth counties, and other agricultural lands across different regions of the state. The analysis must determine fair market values for land typically enrolled in ACEP-WRE, focusing on properties greater than 10 acres with at least 50% wetland coverage, and must comply with Uniform Standards of Professional Appraisal Practice (USPAP) using sales data within the last 24 months. The government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) criteria and award a firm fixed-price contract. All questions must be submitted by June 16, 2025 at 10:00 AM EST, with quotes due electronically by June 24, 2025 at 5:00 PM EST.

This opportunity is designated as a 100% Total Small Business Set-Aside under NAICS code 531320 (Offices of Real Estate Appraisers) with a size standard of $9.5 million. No incumbent contractors are identified in the solicitation documents. While specific award values are not disclosed, the contract includes three line items: the base AWMA analysis, an annual recertification option, and an AWMA amendment option, with the total contract duration not to exceed five years including all options. Key deliverables include an initial draft report within 60 days of contract completion, a final digital report with supporting documentation, and subsequent annual recertification letters as needed. The work will be performed in Massachusetts, with the contractor required to monitor market changes and provide updates if land use values change significantly by more than 10%.
