This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2).
Contracts awarded in response to this BAA are considered to be the result of full and open competition and in full compliance with the use of competitive procedures IAW FAR 6.102(d)(2)(i). Proposals received in response to a BAA are evaluated IAW FAR 35.016 and the terms and conditions of the BAA through a peer review process.
Under the PEO STRI Broad Agency Announcement for the Test Resource Management Center, Office of the Secretary of Defense, Test and Evaluation/Science and Technology (T&E/S&T) Program Office, has a requirement to research, develop and verify innovative test and evaluation (T&E) systems for the advanced development of the technologies required to support T&E for
the for the Advanced Propulsion Test Technology (APTT) (NST & S&T). As part of a survey of its T&E infrastructure, the Department of Defense has identified the need to develop, validate, and design Technologies for Morphing Ceramic Components for Hypersonic Ground Test Facilities (MORPH). Current hypersonic ground test facilities cannot replicate true flight conditions due to their inability to vary Mach number or create representative inlet distortion patterns. These capability shortfalls limit test personnel's ability to thoroughly develop engine hardware and control schedules, and to accurately determine engine performance and operability.
MORPH will eliminate these gaps and significantly reduce risks to flight tests and acquisition programs by providing greatly improved Developmental Test and Evaluation capabilities.
