About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a sole source follow-on production contract to the Bell-Boeing Joint Project Office (BBJPO) for V-22 aircraft production spanning Fiscal Years 18-24. The procurement will encompass manufacturing and delivering V-22 aircraft, including associated production support services such as systems engineering, production management, parts obsolescence, and technical data preparation. This contract will be a seven-year, fixed-price arrangement procured under a statutory authority permitting other than full and open competition. NAVAIR has determined that BBJPO is the sole qualified source due to their unique technical expertise and comprehensive knowledge of V-22 aircraft design and manufacturing. The government estimates procuring approximately 66 V-22 aircraft, with potential flexibility to acquire up to 106 aircraft for domestic and Foreign Military Sales.
The contract opportunity does not have a specific set-aside designation and will be awarded directly to BBJPO as the exclusive manufacturer of V-22 aircraft. The procurement will be structured as an Advance Acquisition Contract (AAC) for long-lead materials and supporting efforts, with an anticipated contract value covering production lots 22-28. The contract's sole-source justification is based on BBJPO being the only entity possessing the requisite engineering expertise, aircraft integration information, and technical data necessary to perform the production efficiently. While the exact contract value is not specified, the scope suggests a significant multi-year investment in aircraft production and related support services. The pre-solicitation notice was posted on May 16, 2025, with a due date of November 7, 2016, though the latter date appears to be an administrative error.
