About this opportunity
The United States Air Force Life Cycle Management Center has issued a pre-solicitation notice for the E-3 Sentry Airborne Warning and Control System (AWACS) Diminishing Manufacturing Sources and Material Shortages (DMSMS), Reliability, Availability, Growth, and Obsolescence Now (DRAGON) program. The notice, posted on June 23, 2025, indicates the Air Force's intent to award a sole source contract to CAE USA for sustainment, modernization, and support services related to Air Combat Command training systems within the continental United States. The contract scope encompasses Training System Support Center operations, Contractor Logistics Support, Cybersecurity services, and Engineering Change Proposals. This falls under the NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code J069 for Maintenance/Repair/Rebuild of Equipment-Training Aids and Devices. The issuing agency is the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base.
The primary purpose of this special notice is to inform industry of the government's acquisition strategy while providing transparency in accordance with FAR 5.201 requirements. The Air Force plans to use Other than Full and Open Competition procedures under 10 USC 3204(a)(1) and FAR 6.302-1, citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as the justification for sole source award to CAE USA. The notice explicitly states it does not constitute an Invitation for Bids or Request for Proposals, and responses are due by July 8, 2025, though the government will not reimburse firms for preparation costs. The sustainment services will operate concurrently with ongoing training system development until government acceptance of the devices is achieved. Contractors should note this notice does not restrict the government's ultimate acquisition approach and does not guarantee contract award based solely on this announcement.
