About this opportunity

NASA Glenn Research Center is seeking to procure an AVL Ripple Generator & Impedance Measurement System or equivalent high-voltage, high-power testing equipment for laboratory analysis of electrical circuits. The system must be capable of injecting controlled sinusoidal and triangular currents between 30Hz and 200kHz, performing current ripple injection, and conducting impedance measurements across DC, single-phase AC, and three-phase AC networks. This solicitation is being conducted as a Request for Quotation (RFQ) with Lowest Price Technically Acceptable (LPTA) evaluation criteria, meaning vendors must meet specific technical specifications while presenting competitive pricing. The solicitation was posted on November 26, 2024, with quotation responses due by December 4, 2024. Potential contractors must provide comprehensive technical specifications and pricing details, including shipping costs, and fall within the Analytical Laboratory Instrument Manufacturing NAICS category (334516) with a size standard of 1000 employees.

The contract opportunity is not set aside for any specific business category and will be awarded as a Firm Fixed Price contract. The place of performance is Cleveland, OH 44135, with delivery expected within 20 weeks after contract award and a required single commissioning visit no later than 5 months post-delivery. While specific award value is not explicitly stated, the contract includes provisions for the primary measurement system, associated consulting services, technology consulting, and application expertise. The system must meet detailed performance requirements for various electrical system configurations, including 1000Vdc for DC systems and 1000Vpeak for single-phase and three-phase AC systems. Vendors will need to demonstrate capabilities across analog inputs, user interface features, and specific measurement functions to be considered for this NASA procurement opportunity.

Notice text

NASA Glenn Research Center (GRC) needs a high voltage and high power, ripple generator and impedance measurement system capable of performing analysis on both DC and AC circuits to support lab testing and development. The AVL Ripple Generator & Impedance Measurement System or equal shall have the capability to inject controlled sinusoidal and triangular type currents from 30Hz to 200kHz, perform current ripple injection and perform impedance measurements via a parallel/capacitively coupled type injection, perform ac ripple injection onto DC, single-phase AC; and three-phase AC networks.
