About this opportunity
The New Hampshire National Guard has published a Special Notice regarding Aviation Survival & Egress Training services. This notice, issued by the Department of the Army, announces the agency's intent to award a contract on a sole source basis to Survival Systems USA. The opportunity is classified under NAICS code 611512 for Flight Training and PSC code U099 for Education/Training-Other. The notice was posted on July 16, 2025, and is categorized as having no set-aside designation. This represents a defense agency procurement for specialized training services related to aviation safety and emergency procedures.
The primary purpose of this Special Notice is to provide public notification of the New Hampshire National Guard's intention to award a sole source contract under FAR 6.302-1, which permits contracting with only one source when justified. The notice establishes a fifteen-day comment period ending August 1, 2025, during which interested parties may respond. Importantly, this is not a request for quotation or solicitation for offers, and no solicitation package will be made available. Any contractor wishing to challenge the sole source determination must provide clear and convincing evidence that competition would be advantageous to the government.
