About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) is seeking to procure six mock-up Oxygen (O2) servicing carts and associated Seat Survival Kit SKU-10/A trainers for the Aviation Structural Mechanic Safety Equipment (AME) A School at Naval Air Technical Training Center in Pensacola, FL. These training systems must replicate the visual and operational characteristics of existing O2 servicing carts manufactured by Epsilon Solutions, including simulated pressure gauges, control panel valves, and electronic charging processes. The solicitation requires potential contractors to have Tier-3 security clearance and will be competed under FAR Part 15. Responses to the Sources Sought notice are due by January 28, 2025, at 1500 EST, with a 10-page response limit. The Request for Proposal (RFP) is anticipated to be released in March 2025.
The contract is partially set aside for small businesses under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) with a 1,000-employee size standard. The anticipated contract will be a Firm Fixed Price award, with contract selection expected in September 2025 and delivery required within 12 months of award. Each training cart must include a replica Seat Survival Kit, electronic pressure monitoring systems, and simulated charging capabilities, with all equipment clearly marked "For Training Purposes Only". The systems will enable students to practice oxygen servicing procedures without using actual pressurized oxygen, focusing on realistic training scenarios and equipment interaction. Contractor responsibilities will include providing comprehensive operating and maintenance manuals, ensuring minimal cybersecurity impacts, and delivering the training systems directly to NAS Pensacola.
