This is a pre-solicitation notice for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-21-Q-0080 will be issued as a Request for Quotation on or after 01 August 2021. The solicitation documentation and incorporated provisions and clauses are those in effect through in Federal Acquisition Circular 2021-06 and DPN 20210709. The North American Industrial Classification code is 488190.

The Government’s requirement is for the procurement of Aviation Maintenance Assessment Team (MAT) Support services on Camp Foster, Okinawa Japan and supported Marine Corps Installations Pacific (MICPAC) locations in support of 1st Marine Aircraft Wing (1stMAW), III Marine Expeditionary Force (III MEF). 1stMAW requires on-site support in the realm of conducting maintenance assessments on Intermediate and Organizational unit Naval Aviation Maintenance Programs/Area and conducting Material Condition Inspections (MCI) on a pre-determined percentage of assigned aircraft, in accordance with the Naval Aviation Maintenance Program (NAMP).  The aircraft in need of support are Type/ Model/ Series F-35B, FA-18D, KC-130J, CH-53E, AH-1Z, UH-1Y, MV-22B, and RQ-21A. The support services are critical to the readiness of 1stMAW’s assets and personnel.

Ordering Period: The ordering period of this contract is: 28 September 2021 – 27 September 2026

The Government intends to award an Indefinite-Delivery Requirements Contract with a five year ordering period, and will award to the responsible offerer whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors (Technical Approach and Past Performance) considered. (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition.  Responsible Offeror must be active in the System for Award Management (SAM) in accordance with FAR 52.204-7 unless you qualify under an exemption. DUNS, TIN, and CAGE Code must be written on submitted offer.
