Notice text
The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with DAWNWOLFTECH, doing business as DWTA Helicopters, under the authority of FAR 13.106-1(b)(1), soliciting from a Single Source, to meet flight logging requirements under FAA Parts 61, 91, and 135 for flight data logging.
WAPA has been using DWTA Helicopters for this service for the last several years and has worked with the vendor to enhance the software with specific customizations to meet WAPAs requirements. Based upon market research, DAWNWOLFTECH is the only known authorized vendor that can provide the existing custom software solution to the current 135 Air Carrier Managements digital log book to meet the FAA and WAPAs requirements. The software has been specifically tailored to provide tracking and reporting of unique risk assessments and financial reporting associated with fuel expenditures and organization funding for each mission in Maximo. Interested parties that believe they could satisfy the requirements listed above for WAPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
The Government intends to acquire digital flight logging using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code is 511210 Software Publishers with a Size Standard of $38.5 million. The base period of performance is for one year, with two (2) one (1) year option periods, beginning September 1, 2019.

If WAPA identifies no other capable sources by August 8, 2019, WAPA will issue a firm-fixed price purchase order on or about September 1, 2019 to DAWNWOLFTECH. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date.
