About this opportunity
The 31 Contracting Squadron at Aviano Air Base is seeking to procure eight 15-ton pneumatic lifting modules specifically for aircraft recovery operations, under a brand-name requirement outlined in Technical Order 35D5-5-7-1. The procurement is being conducted by the Department of the Air Force's United States Air Forces in Europe - Air Forces Africa (USAFE-AFRICA), targeting manufacturers capable of providing the exact 9314-C MODULE ASSY specification. Each module must meet precise technical specifications, including three pneumatic elements with approximately 30,000 drop strings per square yard, specific port configurations, and the ability to stack up to five modules during operation. The sources sought notice is designed to identify potential suppliers who can precisely match the brand-name requirements detailed in the technical documentation. Interested vendors must respond to the pre-solicitation notice by February 28, 2025, demonstrating their capability to provide the exact airbag modules as specified.
The procurement does not have a specific small business or disadvantaged business set-aside designation, indicating it will be open to all qualified manufacturers. The required modules are specialized aircraft ground servicing equipment categorized under NAICS code 336413 for aircraft parts and auxiliary equipment manufacturing. Each pneumatic module must be compatible with the existing 15-ton aircraft lifting system, capable of lifting between 24-120 inches, and operate at 7 PSI with a relief valve setting of 9-10 PSI. The total system includes eight modules, fifteen hose assemblies, four protective pads, and an accompanying repair kit, with each module weighing approximately 62.5 pounds. While the exact contract value is not specified in the pre-solicitation notice, the technical complexity and specialized nature of the equipment suggest a potentially significant procurement budget for these critical aircraft maintenance and recovery tools.
Notice text
The 31 Contracting Squadron in Aviano AB is seeking to acquire new 15-ton pneumatic lifting modules that are compatible with the 15-Ton system currently in possession. The Air Force is contemplating a brand-name requirement, according to TO 35D5-5-7-1, as follows:
"The air bag assembly consists of 5 pneumatic modules, 15 hose assemblies, 4 protective pads, and a repair kit. Each pneumatic module consists of 3 elements made from fabric. Each element is a self-contained compartment that is designed to be inflated with air. To prevent deformation when pressurized, the top and bottom of each element is connected by approximately 30,000 drop strings per square yard. Each element has two molded in ports, one for a relief valve, the other for a gasketed adaptor and socket that provides for attachment of an air hose assembly. The elements are attached together around the edges with fabric. Each pneumatic module has handles and velcro patches that allow attachment of one module to another to form a 5 module stack during operation. The repair kit provides materials necessary to patch damages areas of the pneumatic modules."
