About this opportunity

This pre-solicitation notice seeks to procure Auxiliary Power Units for the M1A2 SEPv3 main battle tank from qualified sources. The Defense Logistics Agency Land and Maritime is responsible for this procurement. Sources must have the requisite technical expertise to meet detailed performance, design, testing and manufacturing requirements outlined in product specifications, including EMI/EMC and nuclear hardening. Qualification testing and evaluation is required to become an approved source, with submissions due by April 14, 2022.

There is no set-aside designated for this procurement. Only the current source, Marvin Land System, possesses the technical data package for this survivability item critical to soldier safety. While qualification provides an opportunity for future solicitations, it does not guarantee award of business. Key details include a 28V DC generator powered by a 2-cylinder diesel engine to provide continuous silent watch capability for 12 hours without main engine operation.

** Reposting Synopsis prior to RFP release; sole source to Marvin Land Systems, Inc. (CAGE Code: 064H2) **

The Auxiliary Power Unit (APU) for the M1A2 SEPv3 consists of a belt-driven 28-volt (V) generator, a 2-cylinder air-cooled diesel engine, a control box assembly, and a self-contained fuel supply. Power from vehicle batteries is used to drive the APU generator (in starter mode) through controls on the control box assembly. When in starter mode, the generator turns over the engine through a set of drive V belts. The engine is permitted to warm up, and then the generator is manually switched to load mode to produce electrical charge to vehicle batteries. The 28V Direct Current (DC) generator, driven by the diesel engine, produces an output of 154 to 204 amperes to maintain vehicle battery charge without vehicle engine operation. The APU is a 28V DC nominal power generation subsystem located in the rear left sponson of the M1A2 SEP V3 developed for the purpose of supporting 12 hours continuous silent watch or engine off operation.

The Government currently does not have a Technical Data Package (TDP) to purchase this part from other than the current source(s).

Only Marvin Land System, Inc (CAGE Code: 064H2) has the requisite technical and engineering expertise to perform all efforts required to provide the supplies and services identified for this item. A substitute item can't be used without prior approval by TACOM. It is a critical item of the M1 Abrams electrical system and must meet the requirements specific to its intended function in accordance with Source Control Drawing 12591274/19207. This item assembly must meet the requirements and demonstrate compliance to performance, design, test, manufacture, and acceptance as specified in the Product Fabrication Specification (PFS) document SC-SA20450, including testing for compliance with electromagnetic interference and electromagnetic compatibility (EMI and EMR) shielding and nuclear hardening. This product is a survivability item and critical for Soldier safety.

PLEASE NOTE:

- This notice is not an open solicitation i.e., Invitation for Bid (IFB) or Request for Proposal (RFP).

- Technical data is not available for this item.

- Qualification testing and evaluation is required to become an approved source.

- Source approval does not guarantee business.

- Qualifying as an approved source only provides the opportunity to compete on future solicitations.
