About this opportunity

The Department of the Navy Naval Sea Systems Command (NSWC Crane) is seeking to procure technical training courses on drone warfare and autonomous defense systems for employees at all proficiency levels supporting the Drone Dominance Initiative. The primary requirement is the development and delivery of a comprehensive catalog containing a minimum of 10 training courses covering the full lifecycle of drone operations, from concept and design through deployment and maintenance, with cybersecurity implications integrated throughout. A mandatory foundational course titled "Drone Warfare & Autonomous Defense Systems Fundamentals" must be delivered as a two-day in-person program accommodating up to 60 students during fiscal year 2026, covering unmanned systems principles, AI-driven defense strategies, autonomous targeting, counter-drone tactics, and ethical considerations. Prospective vendors must hold CMMC Level 1 Self-certification at the time of award and are responsible for providing all training materials, course schedules, instructional handouts, and textbooks. The Pre-solicitation Notice was posted on April 2, 2026, with a response deadline of April 16, 2026, allowing interested parties two weeks to submit their information and initial proposals.

This opportunity carries no set-aside designation and does not identify any incumbent contractors or specific award value ranges. The contract will operate on a five-year performance period extending from the date of award through September 30, 2031, with all training conducted during normal business hours between 0800 and 1700. Additional courses beyond the mandatory fundamentals course will be exercised as optional tasks throughout the contract period based on government requirements and available funding. Vendors must establish a minimum enrollment threshold of 10 students at least two weeks prior to course execution, or the government retains the right to reschedule or cancel courses without penalty. Annual course catalog updates are required by April 30 each year, and invoicing must be submitted within five business days of course completion. The technical point of contact for questions is Heather Strange at heather.e.strange3.civ@us.navy.mil or 812-227-9737.
