About this opportunity
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE) issued a notice of intent to sole source an automated texting software service to Parata Systems LLC, with a capability statement submission deadline of July 13, 2026. The acquisition is restricted to competition under FAR 12.102(a) because Parata Systems LLC is identified as the only known source capable of seamlessly integrating with the proprietary IntelliCab Will-Call Solution architecture at Military Treatment Facility pharmacies. Procuring an alternative system would introduce unacceptable delays and incompatible software unable to trigger automatic notifications from existing hardware infrastructure.
The firm fixed price base requirements contract will provide automated text message notifications to patients when prescriptions load into the IntelliCab system. The service covers four notification workflows: standard consolidated messages, expedited instant alerts for waiting patients, customizable pickup reminders on recurring cycles, and return-to-stock warnings. The base ordering period extends through July 20, 2031, with potential extension to January 20, 2032, while individual task orders cover one year or less. The contractor must provide all software, upgrades, technical support, and services at no additional cost and comply with comprehensive HIPAA, Privacy Act, and TCPA requirements with breach response obligations of one hour for cybersecurity incidents and 24 hours for breach notification.
Although this is not a competitive solicitation, vendors believing they can provide compatible services may submit capability statements demonstrating technical ability to integrate with IntelliCab by 12:00 p.m. EST July 13, 2026, via email to the designated point of contact.

Notice Of Intent to Sole Source:
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE), intends to award a firm fixed price sole source requirements contract to Parata Systems LLC. This acquisition will provide a non-personal service base requirements contract for an automated texting software service. The software service will send automatic notifications by text message to patients when their prescription is loaded into the IntelliCab Will-Call Solution system at participating Military Treatment Facility (MTF) Pharmacies. The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, transportation, and services necessary to effectively, economically, and satisfactorily perform the required automated texting software service. See attached the draft Performance Work Statement (PWS) for more details.
This acquisition is being conducted under the authority of Revolutionary FAR Overhaul (RFO) (FAR) 12.102(a) Restricting Competition. Procuring a different system would result in unacceptable delays in fulfilling the agency's requirement and incompatible software that cannot trigger automatic notifications from the existing hardware infrastructure.
