About this opportunity
The United States Department of Agriculture (USDA) Agricultural Research Service is seeking to procure an Automated Micro Plate Reader through solicitation number 1232SA25Q0862. This procurement is for a replacement spectrophotometer with advanced multi-mode detection capabilities including absorbance, fluorescence, and luminescence measurements, capable of reading microplates ranging from 6 to 384 wells. The new equipment must provide significant performance improvements over the current single-tube spectrophotometer, including the ability to process up to 384 samples in 3 minutes compared to the existing system's 72 samples in 65 minutes. The device must fit within specific dimensional constraints of 40cm x 33cm x 35cm to match existing laboratory equipment and offer spectral reading capabilities from 200-1000nm wavelengths. The evaluation will be conducted using the Lowest Priced Technically Acceptable (LPTA) method, with technical capability assessed on the ability to meet or exceed the salient characteristics outlined in the specifications. Proposals are due September 24, 2025, with offerors required to have completed representations and certifications uploaded to sam.gov by the deadline.
This solicitation does not utilize any set-aside designation and is open to all qualified contractors. No incumbent contractors or current service providers are identified in the solicitation documentation. While specific award values or budget ranges are not disclosed in the available materials, the procurement involves a single micro plate reader unit for delivery to the specified location. The equipment will support the Forage Quality and Enhanced Use of Forage Research project and must be delivered to 1991 Upper Buford Cir, 411 Borlaug Hall, St. Paul, Minnesota 55108 on an FOB destination basis. The new system is expected to enhance laboratory safety by reducing acid handling requirements while providing versatile analytical capabilities for the research facility. The procurement follows FAR Part 13 procedures for commercial items and incorporates provisions effective through Federal Acquisition Circular FAC 2025-05.
