About this opportunity

This solicitation has been cancelled as of May 27, 2026. The Department of the Army Medical Command issued Amendment 0001 on May 27 cancelling solicitation W81K0026QA113, which had sought a fully automated core laboratory system for Martin Army Community Hospital at Fort Benning, Georgia, with quotes originally due June 8. The requirement will be re-solicited by another agency at a later date.

The original procurement was a firm-fixed-price, cost-per-reportable-result lease for two clinical chemistry analyzers, two immunodiagnostic analyzers, automation track hardware, FDA-approved reagents, consumables, quality control materials, calibrators, training, maintenance, repair services, software, and middleware. The base contract period ran from October 1, 2027, through September 30, 2028, with four option years extending through September 30, 2032. Place of performance was Fort Moore, Georgia.

The solicitation was set aside for women-owned small businesses under NAICS code 325413, In-Vitro Diagnostic Substance Manufacturing. Evaluation used the Lowest Price Technically Acceptable method across three volumes: administrative, technical, and pricing. All contract line items required pricing; failure to price all CLINs resulted in ineligibility.

The contractor was required to achieve Authority to Operate and Risk Management Framework cybersecurity certification within twelve months of contract award. Contractor personnel requiring privileged network access needed DoD 8570.01-M cybersecurity certifications at minimum IAT Level I with Professional Baseline certifications, background investigations at NACLC or above, and mandatory training in cyber awareness, PII, and HIPAA. All RMF costs, patching, updates, upgrades, and monitoring were to be included in the initial quote or post-warranty maintenance pricing.
