About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 issued a Limited/Sole Source Justification Notice for critical emergency generator maintenance and upgrades at the Harry S. Truman Memorial Veterans' Hospital in Columbia, Missouri. The acquisition covers comprehensive annual and monthly maintenance, testing, and repairs of Caterpillar emergency generators, along with the installation of two remote annunciators and two new instrument control panels to ensure compliance with Joint Commission and NFPA requirements. The sole source justification was necessary because Fabick Cat is the only authorized Caterpillar contractor in the service region covering Wisconsin, Michigan Upper Peninsula, portions of Illinois, and portions of Missouri, making them essential for maintaining warranty support and ensuring compatibility with the existing specialized Caterpillar equipment that supports critical life safety and patient life support systems. The contract was awarded to Fabick Cat on May 21, 2024, with an estimated total value of $363,520.00 covering a base period plus four option years from June 11, 2024, through June 10, 2029. Market research conducted through internet searches and a Sources Sought notice on SAM.gov confirmed no alternative vendors possessed the required Caterpillar factory training and authorization necessary for this specialized maintenance work.
