About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has issued a Request for Information (RFI) for Australia's CH-47F Chinook Helicopter Maintenance Trainer – Electrical/Virtual (CHMT-EV) system. This is a Foreign Military Sales (FMS) opportunity being pursued as part of the Capability Program Executive for Simulation Training and Instrumentation (CPESTRI). The RFI was originally posted on December 17, 2025, with Amendment 2 extending the response deadline to January 20, 2026, at 12:00 PM EST due to a federal holiday. This is an information-gathering initiative rather than a binding commitment to contract, allowing the government to assess industry capabilities before proceeding with formal acquisition activities. The opportunity targets the development and delivery of a hybrid physical and virtual training system designed to support electrical maintenance and troubleshooting training for the CH-47F helicopter.
The primary objective of this RFI is to solicit capabilities from industry partners capable of developing, delivering, and sustaining a comprehensive maintenance training system for the Australian military. Interested vendors must submit a ten-page capabilities statement package electronically by the deadline and are strongly encouraged to provide a Rough Order of Magnitude (ROM) cost estimate for the baseline system. Eligibility is restricted to small businesses classified under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) with a size standard of no more than 1,000 employees. The baseline system requirements include one CHMT-EV unit with a physical open-frame mockup of key helicopter sections, an Instructor Operator Station with fault insertion and scenario control capabilities, comprehensive documentation, on-site training delivery in Australia, and three years of technical help desk support. Vendors are also encouraged to recommend optional enhancements such as Extended Reality technologies and demonstrate prior experience with FMS programs, U.S. export regulations, and international logistics operations.
