The justification cites GSAR 538.7104-3(b)(1)(ii)—only one source can provide the supplies or services at the required quality level because they are unique or highly specialized. Market research identified alternative platforms (Databricks, Snowflake, SAS Viya, Microsoft Azure Government), but determined that substantial schedule risk and cost duplication would result from transitioning vendors during the one-year bridge period. Palantir, as the incumbent with 20 months of development invested in AURORA's data governance models and infrastructure, remains the only viable source to maintain operational continuity.

The firm-fixed-price task order covers June 1, 2026 through May 31, 2027, including options. Task 1 provides project and contract management services. Task 2 requires Data Program Management Organization operations and sustainment of critical tools including ISO Management, DGRS/COMPASS dashboards, Program Approval Document Routing, Mission Control, Executive Suite, Budget Execution Tower, Congressional Briefer, and Awards Clearinghouse. Task 3 is an optional task for deploying Agentic AI agents to automate workflows.

The environment must be FedRAMP certified at the moderate level with NIST SP 800-53 security controls and achieve Authorization to Operate. ARPA-H plans to conduct competitive follow-on procurement during the bridge period to enable long-term competition.
