This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) to negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1)(i), with Schmitt Consulting Services, Inc. dba ViAcoustics, 2512 Star Grass Circle, Austin, TX 78745-7652, for a customized version of Nelson Acoustics Audiometric Research Tool (ART) as prescribed, as prescribed in FAR 13.106-1(b)(1)(i). The Government will purchase the following items, which will be utilized by USAARL's Warfighter Performance Group in conjunction with its existing equipment and ART applications for laboratory and field research projects determining hearing functionality and protection of military air-pilot personnel.
Qty 1 each: Custom Audiometric Research Tool (ART) for Portable Audiometric Threshold Determination to include: an application that provides the following functionality: Operates on the National Instruments NI-9260 in the cDAQ form factor; an automated self-calibration routine, one (1) fully integrated Audiometric Research Tool system using the NI-9260 and NI-92 devices and a Windows 10 tablet-based host, Systems Integration Support and Training.
Qty 1 each: Custom Command in Aircraft Noise Speech Intelligibility Analyzer, to include: Words In Noise (WIN) Add-In for ART, customization of WIN application to support Speech Intelligibility of Command in Aircraft Noise study, Commands In Noise Signal Generation Tool, Commands In Noise Field Application Prototype and System Integration Support and Training.
The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000 employees.
This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the Government intends to issue an award directly to Chrystal Instruments, Inc.
