About this opportunity
The U.S. Department of State, specifically the Embassy in Dar es Salaam, Tanzania, is seeking auctioneering services to dispose of government property through public auctions. The Request for Quotations (RFQ) requires a contractor to conduct live auctions for various items including motor vehicles, generators, furniture, appliances, and office equipment. Key contract requirements include providing an auction site capable of accommodating at least 50 lots, transporting items, managing bidder registration, processing payments, and submitting detailed sales reports. The government intends to award the contract to the responsible company submitting the lowest-priced, technically acceptable offer, with the evaluation based on initial quotations without discussions (though discussions may be held if necessary). Critical dates include a pre-proposal conference on December 19, 2024, with quotations due by February 6, 2025, at 10:00 am local time.
The solicitation has no specific set-aside designation and is open to all qualified contractors. The contract will consist of a one-year base period with four optional one-year extensions, with commission rates set at 8% for household and office items and 7% for vehicles and heavy equipment. Contractors must have active registration in the System for Award Management (SAM) database and possess the necessary Tanzanian licenses for conducting auctions. The place of performance is Dar es Salaam, Tanzania, with the auctioneer required to conduct a minimum of two auctions per year. Offerors must demonstrate at least two years of experience with large-scale auctions and employ personnel with three years of corporate auction experience. The contractor will be responsible for all aspects of the auction process, including advertising, transportation, security, and financial reporting, with proceeds to be deposited within 10 business days of each auction.
