About this opportunity

The United States Secret Service (USSS), an agency under the Department of Homeland Security, is conducting a Request for Information (RFI) to identify vendors capable of obtaining Air Transportability Test Loading Activity (ATTLA) certification for a Ford Transit 350HD DW AWD van. The primary services required include performing drawing and analysis tasks for air transportability certification aboard a military C-17 aircraft, serving as a technical liaison during ATTLA's review process, and inspecting and remedying mechanical issues to ensure compliance with MIL-STD-209. Interested vendors must submit a 15-page PDF response detailing their technical capabilities, relevant experience, customer support offerings, and applicable certifications by December 8, 2025—four weeks from the posting date of November 13, 2025. This RFI is issued solely for market research and acquisition strategy development purposes; no contract will be awarded from this announcement, and vendor responses cannot form binding agreements. Vendors should direct responses to specified email addresses as outlined in the attached RFI document.

No set-aside designation applies to this procurement, and no incumbent contractor or award value has been identified in the pre-solicitation notice. Should the government proceed with a future solicitation based on responses received, the anticipated contract type would be structured as a Time and Materials engagement, though no specific budget range has been disclosed at this stage. All costs associated with responding to this RFI are the sole responsibility of the responding vendor, and failure to respond does not preclude participation in any subsequent Request for Proposal (RFP) if one is issued. Additionally, successful vendors must be prepared to undergo comprehensive background investigations and maintain robust physical security measures at their facilities to protect government-related equipment and devices. The exact timeline for contract execution, if approved, has not been specified in this pre-solicitation notice.

Notice text

This is a Request for Information (RFI) only. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) Subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI; all costs associated with responding to this RFI will be solely at the responding party’s expense.

This RFI is issued solely for informational and planning purposes; it does not constitute a Request for Proposal (RFP) or any obligation on the part of the Government. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. The USSS is not at this time seeking proposals, nor will it accept unsolicited proposals. The Government will utilize the information provided only to develop the acquisition strategy for a possible future requirement. Failure to respond to this requirement does not preclude participation in the anticipated RFP (if issued).
