About this opportunity
The U.S. Coast Guard intends to modify an existing sole-source contract awarded to AT&T, LLC under FAR 6.302-1 to expand Low-Earth-Orbit (LEO) SATCOM services and add equipment deinstallation capabilities, with the modification effective September 29, 2026.
The justification rests on AT&T's exclusive ownership of the CGONE Multiprotocol Label Switching (MPLS) backbone and its strategic partnership with OneWeb, making it the only contractor capable of delivering the required seamless integration and end-to-end service continuity. Market research identified five interested vendors, but none possess the proprietary configuration and MPLS routing capabilities necessary to meet USCG mission-critical requirements. The contract provides CGONE network availability across more than 1,200 USCG sites worldwide, including site surveys, OneWeb hardware kits and installation, SATCOM services, and Total Access Orchestration (TAO) services to support operations in climate-challenging regions.
The base performance period runs from September 30, 2025 through September 29, 2026, with four one-year option periods extending through September 29, 2030. The contract is Firm-Fixed Price, funded through Operations and Support appropriations for the base year and Fiscal Year 2026 funds for the option year. Pricing details are redacted. Place of performance spans over 1,200 USCG sites worldwide. The statutory authority cited is 10 U.S.C. 3204(a)(1), implemented through FAR Subpart 6.302-1.
Notice text
The USCG requires Low-earth-orbit (LEO) SATCOM services to address critical needs of the overall USCG mission. These LEO services will provide the USCG with CGONE network availability in the most climate challenging regions. This requirement includes USCG site surveys, maintenance and sustainment, hardware (OneWeb Kits), hardware installation, SATCOM services, and Total Access Orchestration (TAO) services to ensure consistent functionality and connectivity. This sole source exception to fair opportunity is pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The purpose of this modification is to modify the existing contract to expand the scope of work by adding requirements for higher bandwidth support and introducing equipment deinstallation services,
Please see the attached Justification for Other Than Full and Open Competition.
