About this opportunity
NASA's Ames Research Center is seeking aerospace testing and facilities operations and maintenance services through a sole source contract with Amentum Technology, LLC. The contract will support critical NASA projects including the Sensor and Thermal Protection System Advanced Research (STAR) Lab, Orion Multi-purpose Crew Vehicle (MPCV), and Artemis programs. NASA intends to issue this contract under FAR 6.302-1, which allows for non-competitive procurement in specific circumstances. Interested organizations are invited to submit their capabilities and qualifications electronically to Contracting Officer Jeanne Chun by 3:00 PM Pacific time on April 22, 2025. The government will evaluate these submissions to determine whether to proceed with a competitive or non-competitive acquisition process, with the final decision being solely at the government's discretion.
The current contract (80ARC022DA001) for Aerospace Testing and Facilities Operations and Maintenance-5 (ATOM-5) is an Indefinite Quantity/Indefinite Delivery contract with a Cost-Plus Fixed Fee Contract Management core. NASA plans to extend the existing contract's ordering period by an additional 24 months, bringing the total period of performance to seven years. The contract will be structured as two potential 1-year option periods, and it is not designated as a set-aside contract. The procurement falls under NAICS category 561210 for Facilities Support Services and PSC category M1HB for Operation of Government-Owned Government-Operated (GOGO) R&D Facilities. NASA has also noted the applicability of NASA Clause 1852.215-84, which provides for an Ombudsman in the procurement process.
Notice text
NASA/ARC has a requirement for ground-based aerospace testing and facilities operations and maintenance in support of many experiments and projects such as the Sensor and Thermal Protection System Advanced Research (STAR) Lab, Orion Multi-purpose Crew Vehicle (MPCV), and Artemis.
NASA/ARC intends to issue a sole source contract to acquire the aerospace testing and facilities operations and maintenance services from Amentum Technology, LLC., under FAR 6.302-1 for an additional 24-month period of performance (POP), or two 1-year option periods, added to the current contract 80ARC022DA001, Aerospace Testing and Facilities Operations and Maintenance-5 (ATOM-5). The current contract is an Indefinite Quantity/Indefinite Delivery contract with a Cost-Plus Fixed Fee Contract Management core and IDIQ task orders with a five-year ordering period. The additional 24-month POP will be an extension to the current ordering period for a total of seven years.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jeanne Chun, Contracting Officer, at jeanne.s.chun@nasa.gov not later than 3:00 PM Pacific time on April 22, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
