About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division and Global Monitoring Laboratory are seeking sources for atmospheric research air sampling survey flights in Trinidad Head, California and Byers, Colorado. The procurement involves using a small aircraft-based atmospheric air collection system and meteorological instrumentation mounted on vendor-provided aircraft at Global Greenhouse Gas Reference Network sites. NOAA will evaluate potential contractors based on their capabilities in scientific equipment installation, regulatory compliance, flight performance, and technical expertise in conducting specialized air sampling missions. Interested companies must submit detailed capability statements by March 6, 2025 at 10:00 AM Mountain Time, including company information, business size status, subcontracting estimates, past performance evidence, and flight pricing estimates. Respondents will be assessed on their ability to perform 1-4 monthly flights at specified altitudes, install and maintain scientific equipment, and comply with data collection protocols.
The contract is not set aside for any specific small business category, though the NAICS code 541990 has a size standard of $19.5 million. The anticipated contract structure is a Firm-Fixed-Price agreement with one base year and three option years. While no specific incumbent is mentioned, the contract will require vendors to conduct flights between 12-17h local time at altitudes ranging from 25,000 ft to 1,000-3,000 ft above ground level. Vendors must be capable of installing GML-provided sampling equipment, collecting whole air samples, and shipping Programmable Flask Packages to NOAA within three days of each flight. Successful contractors will need to be registered in the System for Award Management (SAM) and demonstrate extensive experience in aircraft-based scientific research and regulatory compliance for equipment installation.
